Our Optometric offices are dedicated to serve you with all the comprehensive eye care needs since 1998. Optometrists are trained to examine for your refractive eye care, glasses or contacts, as well as to diagnose and treat ocular diseases.

Our optical dispensary offers the latest frame styles.  We have over 1500 frames in each office from designer lines to a variety of styles for men, women, and children. We keep up with the latest fashion trends so that you can look your best.

If contact lenses are what you’re looking for, we can help you be fitted with contact lenses that are just right for your eyes.

Our Doctors

Julie Cho, OD

Dr. Cho has spent most of her life in Maryland. She immigrated to the US at age 11 with her family. Having witnessed the hardships of her parents’ life as first generation Korean-Americans, she was determined to succeed.

She majored in biology at UMBC and graduated with Bachelor of Science and Doctor of Optometry degrees from Pennsylvania College of Optometry in 1994. Upon graduation, she practiced in various retail and private practice settings. After four years, she ventured into opening her own private practice in Columbia in the fall of 1998. Not long after, in 2001, she decided to pursue a second office in Ellicott City.

She is certified in the use of diagnostic and therapeutic treatments and management of ocular diseases. She has close professional relations with local ophthalmologists at Omni Eye, Select Eye Care, National Retina Institute, Retina Associates, Specialized Eye Care, and others in the Maryland area. She also co-manages for LASIK with TLC and Lasik Plus group.

Dr. Cho currently resides in Cooksville, MD with her husband and her dog as her two adult children pursue their own endeavors.

Lorraine Riggers, OD

Dr. Riggers has been practicing optometry for over 20 years, and currently provides comprehensive eye care at our Centre Park location in Columbia, MD. She grew up in the New York area, and graduated in 1991 from Lafayette College in Easton, PA, with a degree in chemistry. She then obtained her Doctor of Optometry degree from the Pennsylvania College of Optometry in 1995. She is certified in the use of diagnostic and therapeutic pharmaceuticals in the treatment of ocular disease, and has professional relations with local ophthalmologists in the Baltimore area.

Dr. Riggers moved to Ellicott City in 2004, where she currently lives with her husband, Dave, and her daughter, Rebecca. In her spare time, she enjoys taking the family dog on long walks at Centennial Park.

Rachel Cho, OD

Dr. Rachel Cho was born and raised in Maryland. She is a graduate of Boston College with degrees in Environmental Geoscience and Biology. She obtained her Doctorate of Optometry in 2020 from the State University of New York College of Optometry in New York City, graduating with honors from the Beta Sigma Kappa Society. Here she was involved in many groups, most notably where she served as President of the Student Volunteer Optometric Society to Humanity, planning and participating in international and domestic clinical mission trips, to provide eye care for residents of rural communities. During her training, she enjoyed rotations with specialty contact lenses at SUNY, primary care at Woodhull Medical Center in Brooklyn, and a private practice clinic in the Bronx.

Traveling down the eastern coast after many years, Dr. Cho returned to Maryland to complete her residency in Ocular Disease at the Baltimore VA Medical Center, additionally with rotations at the Wilmer Eye Institute at Johns Hopkins. Her professional interests focus on diagnosis and treatment of glaucoma, diabetic eye diseases, routine and specialty contact lens fitting such as orthokeratology for management of myopia and scleral lenses for corneal conditions such as keratoconus, and also dry eye management. She is excited to join the family practice and provide exceptional eye care and serve the needs of her patients. She is conversant in Korean, Spanish, and English. Outside of the office, Dr. Cho enjoys spending time with her family, traveling, reading, and following the ups and downs of Tottenham Hotspur FC.
